To reactivate it you mean? Not for the Stunticons, no; Megatron had stolen the Key to Vector Sigma from Alpha Trion and it reactivated Vector Sigma for him.

Not sure how the Autobots got the Aerialbots sparked though, since Megatron still had the Key.
